This study is to reveal a part of process where the administrative concept of severe behavioral disorders in Japan was established. The process how policy measures were formed and taken, in 1993, for people with the symptoms of severe behavioral disorders and their family after the World War II, was studied mainly through “White Paper on Mentally Handicapped Persons Problems.”As a result, it became clear that livelihood issues of people with behavioral problems existed from 1960’s. In addition, after the war, the difficulties in helping these people and necessity to satisfy their needs were advocated, but assumingly there were policy response delays by which those people were not considered to be subject to welfare.
