In order to solve the problem of poverty, it is important to reconsider the design philosophy of the architect with the review of Japan’s housing policy. In Japan’s housing policy, self-help efforts has been emphasized. Hence the homeless problem is not solved yet, and it is necessary to review Japan’s housing policy while seeing the balance between self-help, mutal assistance, and public assistance. In this study, I consider a new scheme to support the needy living in public housing in Yamaguchi prefecture. It will supplement the welfare program under the Livelihood Protection Law.
