安全で質の高い医療は、正確で、有効で、タイムリーで、完全な情報へのアクセスとその使用に依存している。他方で、診療情報の二次利用は、科学研究、統計、教育等へ大きく寄与し得る。ここに生じる公益と個人の権利との調整は、世界中で喫緊の課題となっている。この度、フィンランドで、社会・健康データのより良い利用に焦点を当てたワンストップショップのための新しい運用モデルが準備された。これは、新しいデータ許可機関の設置とデータの二次的な利用のための新しい法律の制定である。本稿では、フィンランドにおいて、健康データの二次利用に関する一連のインフラストラクチャ・プロジェクトがどのように進展したか、そしてこれらの展開を探ることにしたい。
Safe and high quality medical care relies on accurate, effective, timely and complete access to and use of medical data. On the other hand, the secondary use of medical data can greatly contribute to scientific research, statistics, education, and so on. The coordination of public interest and individual rights that arises here is an urgent issue around the world. Finland is now preparing a new operating model for a one-stop shop focused on the better use of social and health care data. This is the enactment of a new data licensing authority and a new law for the secondary use of medical data. In this article, I would like to explore how progress has been made in a series of infrastructure projects on the secondary use of health data in Finland, and their future developments.
