山口県立大学は｢地域社会との共生｣をはじめとする4つの理念を掲げ、地域の要望に応えることができる｢地域貢献型大学｣として教育研究活動を展開している。この理念を具体化するため、2012(平成24)年度から2017(平成29)年度までの第二期中期計画では、すべての学生を対象に卒業までに地域に出て地域で学び、｢地域市民の一員となる｣ことの意味を考える体験をさせる目標を盛り込んでいる。この計画に合わせて、2012(平成24)年に始まった｢地域マインド育成｣プログラムを所管したのは当時の教育研究推進室であり、この流れを受けて、筆者は2014－2015(平成26-27)年度に教育研究推進室長としてこの任に当たった。本稿では、すべての学生を地域に出し、地域社会の一員としての認識と社会的実践力をつける目的で全学的に推進した事業について振り返り、このプログラムが意図したものについてまとめる。中期計画の一項目として学生を対象にした事業であったが、経緯やプロセス等をふりかえると、広くは本学の教員や職員の意識や態度にもかかわる課題であり、ひいては、本学の将来像についても影響を与える重要な項目であることがわかる。本稿では、いわゆる｢地域貢献型大学｣の名のもとで、本学に所属する学生や教職員すべてに求められる資質の一つがこのプログラムに隠されていることを示すとともに、正課科目以外のキャンパス全体での学びによって学生が成長するという近年の考え方を背景に、今後大きく変化する山口県の地域社会において｢地域マインド育成｣の実質化がますます重要になるということを示唆する。
Yamaguchi Prefectural University has four missions, one of which is to foster community-minded students, since the chief mission of the University itself is to serve and contribute to community. The 2nd midterm plan of the University from 2012 to 2017 includes the item in that all students should be involved in community-based learning activities outside of the University in order to develop their community mind, community citizenship and social practice skills. The program for developing community-mind was initiated in 2012 by the Educational and Research Development Section at YPU. As a Head of the Section from 2014-2015, the author engaged in the promotion of this program. The aim of this paper is to reflect upon the process of planning and implementation of this program, for foreseeing the future direction of this University. Although this program was successful and unique, the true purpose and intention behind this program is not yet widely shared amongst staff members. It is hoped that this paper will help promote the understanding of why it is important for not only students but also the staff to be community-minded, and also contribute to rethinking the meaning of fostering community citizenship and membership for today's fast-changing society in Yamaguchi and beyond.
