The comprehensive power of Japan to compete in economics was surpassed by that of Korea, Taiwan and Malaysia and was ranked in the top 30 of the world in 2002. The Japanese technological level, however, remains to be second in the world only to the U.S.A. and still has much potential to overcome many difficulties in the present economic conditions. In order to activate such potential, it is crucial to expand the development of "creation," "protection," "utility," and "human resources" for Industrial Property Rights. Under the guidance of Japan Institute of Invention and Innovation (JIII) since 2001, we have been engaged in Industrial Property Rights education by using Industrial Property Digital Library (GPDL), which aims to help practical technicians developing technological areas in the future. The purpose here is to indicate importance of Industrial Property Rights education.
