The project aims to create a system which assists the development of human resource, such as thinking power and power to create. Fom a perspective of the recent impact of the falling birthrate and the aging population in Suo Oshima-cho, Yamaguchi Prefecture, fostering of children responsible for the future is considered to be most crucial. In order to construct the system, we visited all schools in the town and exchanged opinions with teachers in 2009. Requests from the schools were adjusted to feasible plans for our college. In 2010 we offered many courses, lectures on demand, experiment and practical work. In addition, invention class and trial-lecture were provided for the participants at our college facilities. Being verifying these activities, we have been constructing a system with the fostering of human resources. Through this program, we offer a model system which Oshima
National College of Maritime Technology can contribute to. In this paper we show the motivation behind the project of Shima Square Junior and the report on the effect of our program.
