We are facing the major turning point in social education system for community sports. The administrative and financial reform significantly affects local governments. Simultaneously with this reformation, local administrative organization has been affected by promotion of decentralization. The municipal merger led administrative organization to restructure and consolidate on sports. This study purposes to highlight the issues facing the administrative organization for sports by the Great Merger of the Heisei. This study conducts a multiple course of interviews from municipal government operators at 3citis and 6 towns. The main result can be summarized as follows : 1)Task of the Administrative Organization for Sports depends on the size of population. 2)There is a fundamental difference about the mission of amateur sports association between the city and town. So, the education committee made great efforts to reconcile each association. 3)The community sports commissioners decreased in every local government by this merger. 4)The Administrative Organization for Sports has been required to further strengthen the collaboration with sports-related entities.
