The purpose of this article is to analyze the organization and activities of Houtokukai, a moral education movement association in modern Japan. Houtokukai was established by Hanada Nakanosuke in Kagoshima Prefecture. The goal of Houtokukai was to disseminate the spirit of the “Imperial Rescript on Education" throughout Japanese society by training proper ways of life day by day. They organized regional Houtokukai with regional leaders. The author explains how the regional Houtokukai were organized by using monthly bulletins and manuals published by Houtokukai.
