Human Rights Education Finding a Proper Niche in the Curriculum

The UN Decade for Human Rights Education runs from 1995 to 2004. This article offers an overview of the progress of UNHCHR and UNESCO human rights education goals and processes with a special emphasis on Asia. An illustration of how human rights education can be incorporated into the English as a Second Language (ESL) curriculum and results of a brief survey of human rights education experience and knowledge of students at Yamaguchi Prefectural University (Japan) are given. It is noted that only 22% of students feel that they understand human rights well. Only 6% say they have studied it in detail, while over 60% do not understand well, and 7% said that they had never heard of the Universal Declaration of Human Rights. A follow-up survey of students who studied the Human Rights Declaration in their second-year English Conversation class showed that over 90% of them considered the unit useful. A call for more systematic attention to human rights education within the university curriculum is made.
国連による人権教育は1995年から2004年の10年間に渡ります。この文書では，UNHCHRの進歩の 概観およびユネスコのアジアを特別に重要視した人権教育の目標，及び過程を提案します。ここでは 第2言語カリキュラムの一貫として英語のクラスにどのように人権教育を組み入れることができるか の実例，および山口県立大学(日本)の学生における人権教育経験や人権に対するその知識に関する簡 潔な調査の結果があります。学生の22%だけが人権についてよく理解している，ということが示され ています。60%の学生が人権についてよく理解しておらず，7%の学生が世界人権宣言について今ま で一度も耳にしたことがないという状況の中，たったの6%の学生が人権について詳しく勉強したこ とがあると答えています。2年生の英会話クラスで人権宣言について勉強した学生に関する追跡調査 では，90%以上の学生がその授業は有用であると考えていることを示しています。よって，大学の教 育カリキュラムにおける人権教育に対するより体制の整った考慮をここに要求します。
