住民主体・住民参加の地域福祉活動の推進のためには、地域のニーズや住民の関係性などの情報についての把握やそれらの情報の活用を行う必要がある。例えば、一人暮らし高齢者等孤立しやすい人達に対する見守り支援や災害時要援護者の避難支援等を行う際マップを作成することで情報の収集や整理を行う実践が地域では行われる。近年、GISを用いてコンピューターの地図に視覚的に情報を表示し、分析を行い課題解決に導く手法が注目されている。そこで、社会福祉分野でのマップ作成におけるGIS活用による情報の｢見える化｣また｢共有化｣を通して、地域福祉推進の方法としてのGIS活用の課題と可能性について検討を行った。

In order to promote activities through citizen participations in community development, it is necessary to grasp and utilize information about needs in community and relationship of people in community. For example, in community practice, gathering and arranging information are carried out through making of maps for supporting community watch for elderly people who live alone and for supporting evacuation for vulnerable people at the time of disaster. Recently, it is paid attention to a method of analyzing information and leading task solution through displaying information visually on map in computer by utilizing Geographic Information System(GIS). Therefore, through “visualization” and “sharing” of information by utilizing GIS on making map in the field of social work, it is examined that tasks and potentials of utilizing GIS as a method to promote community development.
