A study on the mechanisms of abuse committed against people with disabilities : survey of staff who are working at facilities for people with intellectual disabilities in Prefecture “A” in Japan

Recently many cases of abuse against people with disabilities are being reported in Japan. Perpetrators of abuse are arrested, nonetheless, upon release, they continued to perpetrate abuse against people with disabilities because the fundamental underlying problems had not been solved. In this study, we examined the reasons leading to the abuse of intellectually disabled people through a survey that targeted staff working at facilities in “A” prefecture. We found that not only the environment surrounding staff working at facilities providing care to people with disabilities, but also the opportunity to debrief with other staffs affected the possibilities of abuse.
