本論は山口県立大学のFD及びSDの歩みをまとめ、試行錯誤で得たものと今後の課題について整理し、次につなげるための資料とすることを目的として編集した。平成11年のFDの努力義務化や平成19年のFD義務化を受け、全学的に、また学部や研究科ごとにFDが開催されてきたところであるが、特に平成22年からは教育研究推進室が設置され、全学的・組織的なFDの企画運営が進められてきている。また、平成18年の法人化後の法人採用職員、いわゆるプロパー職員採用開始後には、人事グループにおいても職員を対象とする各種研修制度やSD等も企画運営されるようになった。本論ではこのような軌跡、特に法人化後のFD・SD構築に向けたプロセスを整理し、これまでの成果をふまえつつ、今後のOD(組織づくり)やPD(大学組織を担う人材づくり)に向けての課題について考える一助とすることを目指した。
This paper is compiled as reference material to look at the recent efforts made to establish Faculty and Staff Development Programmes(FD,SD) in Yamaguchi Prefectural University, with a view to identify some problems and achievements: on the basis of this platform, the next stage for the Organizational Development(OD) and Professional Development(PD) can be searched. In 1999, faculty development activities in the sense of Human Resource Management became an obligation to higher education in Japan. In 2005, this obligation was shifted to become duty. This institution made efforts to establish Faculty Development programmes(FD) both at a University-wide level as well as at Faculty and Department levels. Since 2010, a search for a more systematic way to plan and implement Faculty Development activities has been started in the newly established section for Educational and Research Development. After becoming an incorporated association to Yamaguchi Prefecture in 2006, the University started to employ Juridical personnel, the so-called Proper Staff in Japanese. Human Recourses Development programmes for staff members(SD) were initiated at this time, including induction courses and in-service training. This paper focuses on this ten year process of trial and error. It is hoped to find a way to improve the organization as a whole as well as the individual professionals who work there, both from the perspectives of Human Resource Management and career development.
