　本稿では，市町村地域福祉計画策定プロセスに対する評価研究を試みた．その結果，市町村行政職員は，ニーズ把握段階に比べると，計画立案段階での住民の役割をあまり期待していないことが確認できた．その要因として，市町村行政職員は，住民からの発想とは異なり，地域社会での共助機能を公的サービスの補完と考える傾向があるためではないかと評価した．その背景には，社会サービスにおけるプロフェッショナリズムやセクショナリズムの影響が，今なお根強く存在しているのではないかと考えた．

In this paper, an evaluation research was conducted for planning process of the community welfare plan. As the results, it was confirmed that municipal administrators would scarcely expect the role played by residents at planning phase comparing with at needs collection phase. It was evaluated as a factor that municipal administrators tended to recognize mutual supports in the community as subsidiarity of public services, which these would differ with ideas derived from residents. As a background of the understandings above, it was considered that there would be strong notice of professionalism and sectionalism in the field of social service delivery yet.
