Abstract: This study explores the collaboration between Ube City and the National Institute of Technology, Ube College (Ube
KOSEN) to address regional issues using open data. The research focused on the city’s long-term care insurance premiums, the
highest in Yamaguchi Prefecture, analyzing contributing factors through health and welfare data. The initiative began with a
consultation from Ube City, leading to a student-led analysis supported by city officials. Students examined the legal and institutional
frameworks of long-term care insurance, finding that high premiums stem from relatively high care certification rates and per-capita
care costs. This collaboration provided students with practical experience and gave the city actionable insights, demonstrating the
potential of public-academic partnerships in solving local issues with open data.
