Each year, the National Fisheries University is entrusted with administering training program provided by the Japan International Cooperation Agency for international cooperation and with the implementation of group training course for fisheries administrators in developing countries. We were engaged in this training course and welcomed the opportunity to conduct a follow-up investigation of the group training course in a developing country. We studied group training specific to the circumstances found in fisheries in a developing country and the characteristics of this group training, and on the basis of the knowledge gleaned from this study, we examined the improvements born of this training. Our experience with group training led us to make the following recommendations for improvement. Because group training exhibits some advantages over other technical cooperation methods, we recommend that group training be used more often. Additionally, since the administration prioritizes a steady realization of fishery improvements, it is necessary to emphasize this point when implementing group training courses. Group training in Japan serves the basic role of human resource development and provides awareness of other cultures to members who conduct training for different cultures. We contribute to the field of human resource developmemt by explicating the aforementioned improvements in our group training course, specifically with regard to fisheries.
