保健福祉事業に従事する専門職員研修体制構築のためのプロジェクトがA市に設置され、中間管理職を対象としたスーパーバイズ能力育成のための研修の実施が決定された。この決定に基づき策定された基本方針の方策の一つとして大学等との連携が示され、本研究者3名が講師となり、A市高度保健福祉専門職能力育成研修会(以下、「スーパービジョン研修会」)が開催されることとなった。本研究は、A市において、2014年5月~ 2016年1月に開催したスーパービジョン研修会の内容についてリフレクションを求め、研修成果を個別に研修受講者(以下、「受講者」)と研究者相互で評価する過程をとおして、スーパーバイザーとしてどのような行動変容がもたらされたか、さらにその行動変容の要因は何かを明らかにすることを目的とした。研修会第2回目以降、毎回の研修の効果を測定することを目的とし、第6回目までの研修終了後概ね1 週間以内に、コンピテンシー評価シートに各受講者が記載の上、提出を求めた。コンピテンシー項目は、「基本的態度」「アセスメント」「地域保健活動」「マネジメント」「スーパービジョン」「総合力」「各受講者独自に設定した項目」の6カテゴリー50項目から構成されている。第2回目は、「各受講者独自に設定した項目」を除く45項目中37項目が、3.0を下回っていたが、研修の進捗とともに3.0を上回る項目が増加した。第2回目研修と第3回目研修間で「高度アセスメント能力」「高度マネジメント能力」が有意に上昇した。さらに、研修開始時、1年目終了時、2年目終了時の受講者のレポート内容を概観し、どのような行動変容がもたらされたのかという視点から分析を試みた。1年目の成果として、ロールプレイや事例検討等をとおした自己覚知によって、スーパービジョンの3 機能の意識化が図られ、日々の業務実践に結び付ける姿勢が現れた。2年目の成果は、特に、政策形成の検討過程から本研修終了後も業務と結合させる意識や工夫が見られ、根拠に基づいた実践として、スーパービジョン場面に活かす行動へと発展させる態度が定着していた。
A project was established in City A to build a training system for professional staff engaged in the health and welfare field, and training was implemented to develop supervising abilities among middle management. These City A Advanced Health and Welfare Professional Competence Training Workshops(hereafter, the Supervision Training Workshops”)were held in collaboration with universities as one of the measures of the fundamental policy formulated based on this decision and with three researchers as lecturers.This study aims to reflect on the contents of the“ Supervision Training Workshops” held in City A from May 2014-January 2016, and further to clarify what kind of behavioral transformations was introduced to supervisors as well as the causes of the behavioral transformation through the process of separately evaluating the training results of training participants (hereafter, “participants”)and researchers.Since the second training workshop, with the aim of measuring the effectiveness of each training session, within one week after the completion of the 6th training workshop each participant was asked to fill in the competency evaluation sheet and submit it. The competency items consisted of 50 items in the 6 categories of basic attitude, assessment, community health activities, management, supervision, comprehensive skills, and items set by each participant. In the second training, 37 items from among 45 items, excluding items set by each participant, scored below 3.0, but with progress in training there was an increase in items scoring above this level. Between the second training and third training sessions, advanced assessment abilities and advanced management abilities increased significantly.In addition, we surveyed the contents of the reports of participants at the beginning of training, at the completion of the first year, and at the completion of the second year, and we attempted an analysis from the perspective of what kind of behavioral transformations were introduced. The firstyear results showed that an awareness of the three functions of supervision was achieved by selfawareness through role play or case studies, and participants connected this to daily work practices.The results of the second year in particular show awareness and planning to link this with work from the process of considering policy formation to even after the completion of the training and the
establishment of an attitude to develop behaviors to use in supervising as practices grounded in this.
