Marine Protected Area (MPA) is one of the most controversial issues of the 21st century, and it has been discussed in several international forums. In particular, CBD (Convention on Biological Diversity) encourages the parties of CBD to set out its MPAs in order to promote conservation of marine and coastal biodiversity by adopting “Aichi Targets” in 2010. Thus Japan, one of the parties, has responded to this requirement by having recourse to the existing systems, although the definition of MPA is to be established. Furthermore, most of the Japanese MPAs are subject to the fishery management of the local fishermen’s unions and the government, whose primary aim is not the conservation of marine biodiversity. Therefore, taking this situation into account, some different measures should be sought to enlarge Japanese MPAs in the area under its national jurisdiction.
